As a Wildlife Refuge Manager, responsibilities will include, but are not limited to, the following:
Supervise, both directly and through subordinates, the professional, technical, administrative,maintenance, and clerical staffs of the Refuge. Conduct administrative operations that involve short-, medium-, and long-range planning associated with all refuge operations, fiscal requirements, administration, personnel, property management, records management, historical document and museum item protection, public relations, and technical assistance to local, State, and other Federal agencies. Formulate, develop, and implement the Refuge's policies and programs. Develop refuge policy and coordinate technical activities of the refuge programs with Federal, State, and local government officials, Congressional members, national and international resource managers and specialists, and representatives of special interest groups. Only experience and education obtained by 04/03/2020 will be considered. BASIC QUALIFICATION REQUIREMENT:
In order to qualify for this position, you must meet one of the following basic qualification requirements. Possess a bachelor's degree or higher in zoology, wildlife management, or an appropriate field of biology that included at least 9 semester hours in zoology; 6 semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; 3 semester hours in botany; and 3 semester hours in conservation biology; OR Possess a combination of education and experience which includes successful completion of courses equivalent to a major in one of the fields described in A above that included at least 9 semester hours in zoology; 6 semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; 3 semester hours in botany; and 3 semester hours in conservation biology, PLUS possession of appropriate experience or additional education; OR Have held a position in the GS-0485 wildlife management series prior to December 3, 2010, and meet the basic education requirement of the previous qualification standard. (Previous standard:
Possess bachelor or higher degree with major in zoology, wildlife management, or an appropriate field of biology, that includes 9 semester hours in zoology; 6 semester hours in wildlife; and 9 semester hours in botany.) Please note:
To qualify under this option, you must submit your transcripts and a copy of your SF-50 (Personnel Action), dated prior to Dec 3, 2010, showing that you held a position in the GS-0485 series. MINIMUM QUALIFICATION REQUIREMENT:
In addition to meeting the basic qualification requirement(s) outlined above, applicants must meet the below minimum qualification requirement. Possess at least one year of specialized experience, equivalent to the GS-12 level or higher in the federal service, performing the following duties:
planning, administering, evaluating, managing, and/or operating programs, activities, and projects associated with conserving and managing fish and/or wildlife resources on public or private land for the purpose of providing critical habitat for fish and wildlife; overseeing budgets; collaborating with stakeholders, FWS partners, and other state and federal agencies on natural resource issues; supervising subordinate staff to accomplish natural resource initiatives; make recommendations on conservation matters to regional and refuge managers. Note:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience. The LAND MANAGEMENT WORKFORCE FLEXIBILITY ACT (LMWFA), P.L. 114-47 allows certain individuals who currently are or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures. Current Appointees must have (1) been hired under competitive examining procedures to a time-limited appointment with a land management agency; (2) served under one (or more) time-limited appointments with a land management agency for 24
months without a break in service of two or more years; and (3) performed at an acceptable level. Former Appointees must (1) have been hired under competitive examining procedures to a time-limited appointment with a land management agency; (2) have served under one (or more) time-limited appointments with a land management agency for 24
months without a break in service of two or more years; (3) apply for a position within two years after separation; (4) have been separated for reasons other than misconduct or performance; and (5) have performed at an acceptable level. Note:
Applicants must submit ALL SF-50s and performance information for each period of temporary or term employment that qualifies for LMWFA. PUBLIC LAND CORPS (PLC) HIRING AUTHORITY:
PLC participants who complete program requirements are eligible for noncompetitive hiring status for federal positions. In order to be eligible, a former member must provide, as part of their application, documentation verifying their eligibility and must:
Have served as a qualified youth on an appropriate conservation project, completing a minimum of 640 hours of satisfactory service that included as least 120 hours through the PLC; Apply to a vacancy announcement for which applications are being accepted from individuals with non-competitive status; Meet the OPM minimum qualification standards stated in the vacancy announcement for the position for which the applicant is applying; and Have competed his/her most recent Corps service, which provided him/her with a total of 640 hours including 120 hours on a PLC project as defined in 16 USC 1723(d) within the last two years. Appointments must be effected within the two-year requirement period and this two-year time frame cannot be extended. Selectees will be subject to a probationary period and this authority may be used for both General Schedule and Federal Wage System positions. Note:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
